2020 Local Rules - Minors Baseball

  Minimum Play Time
  1. No player will sit out consecutive innings
  2. No player will sit a second inning, until all players have sat one inning. Exception is the starting pitcher. Once removed from pitching position, he must sit the next complete inning, if all players have sat one inning. If pitcher (who has not sat an inning) is removed during the last inning, must sit remainder of the inning.
  3. Player MUST start the next game after sitting the start of the previous game.

Pitching

  1. No more than 50 pitches per day for a 10 year old prior to July 11. After July 11 follow Little League pitch count rules.
  2. No more than 60 pitches per day for an 11 year old prior to July 11. After July 11, follow Little League pitch count rules.
  3. If a player pitches 36 or more pitches in a game, pitcher is then ineligible to pitch in next game. *** Exception to this is when the pitcher reaches the 35th pitch and is in the middle of a batter. The pitcher will be allowed to finish pitching to the batter and will still be eligible to pitch in the next game as long as they do not throw a pitch to the next batter.
  4. Pitch count will be administered by visiting team’s scorekeeper.

When your team is on offense

  1. Bat the roster, all in attendance 1-13, 1-12, etc.
  2. Batting in the #10-13 positions must bat in the #1-9 positions in the following game
  3. Batter may not advance to first on a dropped third strike.
  4. Inning ends with 5 runs being scored or 3 defensive outs or all players on roster have batted, whichever comes first

Penalty for not following Minimum Play/Pitching /Batting rules:

  1. First Offense: Verbal warning and appear before executive board
  2. Second Offense: Suspension for next played
  3. Third Offense: Expulsion from the league

Game Time

  1. No new inning starts after 1 hour and 35 minutes.
  2. Complete the inning if started prior to 1 hour and 35 minutes.
  3. Time limits may only be applied after the game is official (3 ½ innings if home team is leading).
  4. Continue playing games until the time limit in situations where the outcome is already decided – ex: Visiting team is up by 10 runs after 4 ½ innings and game time is 1:32 – allow the Home team to hit to finish the inning. In the above scenario, if the Home team is winning and the game time reaches 1:35, the game is considered complete and play should stop

Umpiring

If home plate umpire is late, youth umpire will call balls and strikes and fielding team coaches ump the bases. Do not delay the start of the game and NO coaching allowed from umpire position.

Substitute Manager/Roster Coaches

Only the Manager and two (2) Roster Coaches are allowed on the field or in the dugout during games. In the event a team is missing a Manager or Roster Coach(es) for a game, a Manager or Roster Coach from another Tuckahoe team may be used as a substitute coach(es). Members of the TLL Board may also serve as substitute coaches. Coaches cannot be borrowed from the opposing team. Substitute coaches must be reported to the VP of Baseball in advance of the game.

Illegal Bats

Beginning with the 2018 season, non-wood and laminated bats used in the Little League (Majors) and below, Intermediate (50-70) Division, Junior League divisions, and Challenger division shall bear the USA Baseball logo signifying that the bat meets the USABat – USA Baseball’s Youth Bat Performance Standard. If a player uses an illegal bat (as defined by the LL rulebook, ie: illegal composite bats etc.) during a game or has an illegal composite bat in the dugout (including in that player’s bat bag) during the game, the player and manager are ejected from the game.
